governments(which would seem to have been handed down, without due exami- nation, from the state of savage nature) civilized nations are not yet aware of the change which the condition of mankind has undergone,—have not yet discovered that agriculture, not war, is become the proper mean of apportioning the supply to the demand.

The first step toward civilization is traffic—bartering the natural products of one country, or district, for those of another.

The next is manufacture; thereby im- proving the use and value of natural pro- ductions.

These, however, are low steps; raising mankind not much from. the level of savage nature: the state of population being thereby little increased; though, in condition, it may be somewhat improved.
